Sustainable Public Lighting

Local Government and Streetlighting
Local governments across Australia have recognised the major contribution that public lighting makes to their greenhouse gas emissions, and the major role that installing efficient public lighting can make to reduce those emissions.

NAGA's Sustainable Public Lighting program
In response to the need to increase sustainability in streetlighting, NAGA's Public Lighting Action Program is working to prepare its members to take advantage of the opportunity to install more sustainable public lighting when it is possible to do so. In 2006, NAGA received funding from the Sustainability Accord to undertake a 3 year Sustainable Public Lighting Action Program. The program is:

* Developing Sustainable Public Lighting Action Plans (SPLAPs) for those NAGA councils that do not currently have one.
* Providing workshops to brief NAGA councils' staff on the latest trends in sustainable public lighting in Victoria.
* Assisting environmental, planning, engineering and finance staff of NAGA Councils to prepare detailed plans for installation of sustainable public lighting.

NAGA Region Sustainable Public Lighting Action Plan
As part of the project, a NAGA Regional Sustainable Public Lighting Action Plan has been prepared, based on the NAGA Councils' SPLAPs. It provides a collective and consistent voice for sustainable public lighting on the NAGA region. The Plan can be downloded below.

Sustainable Design and Maintenance Guidelines
Design Guidelines for sustainable public lighting in new developments have been prepared with funding from the Sustainability Accord. The guidelines highlight key points that can be integrated into existing policies and plans. They are for use by engineers, lighting designers and developers who are installing lighting in new residential developments, parks and car parks. The Guidelines can be downloaded below.

Statewide Business Case
NAGA received funding from the Sustainability Accord in 2007-8 to undertake a Statewide Business Case for rolling out more sustainable public lighting across Victoria. The report:
* Develops and analyses financial and environmental modelling for the retrofitting of 80 watt Mercury Vapour lights;
* Makes recommendations on the appropriate way forward for replacement programs; and
* Provides individual feedback for participating councils on the costs and benefits of undertaking such a retrofit.

NAGA Sustainable Public Lighting Technical Research
NAGA received funding from the Sustainability Accord in 2007 to undertake further technical research on performance of photo-electric cells and other control gear for use with energy efficient lamps. The main questions considered were:
1. What is the best type of Photo-electric cell to use?
2. What temperature does electronic control gear in energy efficient light fittings
reach and how does this affect gear failure rates?
3. What sophisticated control options are available and in which situations should they be used?

Demonstration trials of sustainable lighting
In 2005, NAGA won the UNAA Environment Day Awards for the Best Local Government Initiative for its pilot Sustainable Public Lighting project, that involved working closely with Sustainability Victoria and AGL to trial energy efficient light types. T5 compact fluorescents, which use 70% less energy than standard 80W Mercury Vapour lamps, have been successfully trialled throughout the NAGA region, with 80 lights installed as part of the trial, and monitoring undertaken of their efficiency and performance. The final report summarising trial results and recommendations can be downloaded below.

Other Victorian programs
NAGA is continuing to work in partnership with the other Greenhouse Alliances and other groups to address wider regulatory and other barriers to large-scale installation of efficient public lighting across Victoria.

The Victorian Sustainable Public Lighting Action Group (whose members include electricity distribution businesses, local government sector and MAV, and regional alliances) has given technical approval for use of T5s as standard fittings in Victoria.
