CLIMATE GOVERNANCE / COUNCIL EMISSIONS / COMMUNITIES / ADAPTING TO CLIMATE CHANGE
2020 saw significant developments in climate policy for local government in Victoria, with guidance provided by the Victorian Government on the Climate Change Act (2017), and new requirements in the Local Government Act (2020).
The updated Local Government Act 2020 includes a number of overarching principles that must be taken into account by councils. They include:
Climate change adaptation and mitigation requires a whole-of-council approach, and NAGA is working with councils to identify how to do this through good climate governance as well as embedding climate action across operations.
Over 100 councils across Australia are responding to the climate crisis by declaring a climate emergency. These councils have been thinking about how to embed climate change across all they do and respond to the climate crisis in a robust and urgent way. NAGA worked with councils across the country to set up Climate Emergency Australia to support them to do this.
The Your Council and Climate Change training for councillors and Executives delivered by the Victorian Government in April 2021 will enable a common understanding of climate change, it's impacts on each municipality in Victoria and how councils can take action. The content for the training was developed by NAGA with input from councils across the state.
As councils around Victoria are developing new Council Plans through 2021 in this new policy context, the Embedding Climate Change in the Council Plan Process project will identify and share good practice in embedding climate change in the Council Plan.
The Victorian Government has produced guidance on:
- Promoting climate change mitigation and planning for climate change risks
- Giving priority to achieving the best outcomes for the municipal community, including future generations
