Council Plans

Councils across Victoria have developed their Council Plans for 2021- 2025.

​In 2021 NAGA worked with councils across Greater Melbourne on a research project to understand how councils embedded climate change in their new Council Plans, and support councils in doing so.

Climate change adaptation and mitigation requires a whole-of-council approach, and NAGA sees the development of Council Plans as an opportunity to mainstream action across council activity and raise the profile of this with the community and with councillors.NAGA has developed Embedding Climate Change in the Council Plan Process to:
  • Identify good practice in embedding climate change in the Council Plan and its development process
  • Share this with councils to influence their current plan development
  • Evaluate the approach taken by a range of councils over 2021

​As part of this project, a guide was produced to inspire action and outline responsibilities. The guide is aimed at councillors, senior management, and Council Plan writers. Please click here to download the guide.

let us know what you think of the guide and how you are using it.  As we learn more about how councils are looking at governance through a climate change lens any feedback will inform continued work on this, and looking more broadly at embedding climate change action across council strategies and operations. ​

The project also explored how councils navigated the council plan development process and how they included, addressed, embedded and integrated climate change in their new Council Plans. The final research report is also now available to download: Embedding Climate Change in the Council Plan: Final Research Report and Appendices.
