In response to rapidly increasing energy prices, Victoria's Greenhouse Alliances commissioned an independent analysis of the costs and benefits for councils to invest, build, own and operate large scale renewable energy to meet their own needs.

The outcomes of the study include both a report and tool for councils to estimate their energy needs and investment options.
